Shri Satish Chandra Misra, Senior Advocate and Former Advocate General of
Uttar Pradesh was born on 9th November- 1952 at Kanpur. He comes of an eminent
family. His Late father Justice T.S. Misra was Chief Justice of Gauhati High Court
governor of Assam and Meghalaya and Lokayukta of Bihar. His mother Dr.
Shakuntala Misra was a Homeopathic Doctor and Ayurvedacharya besides having
remained as a teacher after obtaining Degree of M.A., BEd. After graduating from Allahabad University and obtaining LL.B. degree with
distinction from Kanpur University Shri S.C. Misra did Articleship of Chartered
Accountant with B.C. Jain and Company at Kanpur during the period 1973-1976
and passed Intermediate of Chartered Accountancy. However, he gave up Chartered
Accountancy Course mid-way and joined the legal profession in the year 1976 at
Kanpur on Criminal Side. After a brief period he shifted to Lucknow in the year
1977 and started practicing law at the High Court, Lucknow Bench, Lucknow under
the Juniorship of his real uncle Mr. K.N. Misra who later became judge of Allahabad
High Court. His eldest brother Sri Vinod Chandra Misra is sitting judge of Allahabad
High court.
Sri S.C. Misra is blessed with distinguished career in the legal profession. He was appointed Addl. Standing Counsel of Government of India Income Tax Department in the year 1983. Thereafter he was appointed Senior Standing Counsel of Income Tax Department in the year 1986 of High Court, Lucknow Bench, Lucknow and continued as such till he assumed the officer of Rajya Sabha Member.
Shri S.C. Misra is a prominent member of the Bar and has many glorious achievements to his credit. He was elected Secretary, Oudh Bar Association, Lucknow Bench in the year 1990 and was elected member of U.P Bar Council in the year 1994. Thereafter he was elected as Chairman of U.P. Bar Council in the year 1998 and was designated as a Senior Advocate in the year 2000. At the age of forty nine years Shri S.C. Misra was appointed as Advocate General Uttar Pradesh with effect from 5th May-2002. He has been senior counsel for the Chancellor of State Universities as also a number of Statutory bodies. He is Chairman of “Legal Aid Centre”, and Chief Patron of “All India Blinds Welfare Association”. He has been working for the welfare of Blinds since 1987 when he had filed a P.I.L. for their upliftment in his own name. In June 2004 Sri S.C. Misra was elected as Member of Parliament (Rajya Sabha) from Bahujan Samaj Party for a period of 6 years. He is also the All India National General Secretary of Bahujan Samaj Party which is a National Party as recognized by the election Commission of India.
In 2005 he was nominated as the Dy. Leader of B.S.P. Legislative Party in the Rajya Sabha. Between July to September 2006 he traveled 22000 Km. covering every district of U.P. holding Brahmin Sammellans under the Banner of B.S.P. for forming Brotherhood with Dalits. This Social Engineering between the upper caste and Lower Caste changed the entire scenario of U.P. and the country bringing all castes together bridging the age old conflict and discrimination between the society.
The result of this social engineering was that after a gap of 16 years U.P. saw formation of a strong government with absolute majority of B.S.P. on 17th May 2007 he was appointed as a cabinet Minister attached to Chief Minister from which he resigned on 12th Nov. 2007 as one cannot stay as Minister more than 6 months if he is not member of state legislative. But immediately after 3 days he has given a bigger responsibility as he has been appointed as chairman of U.P. Advisory Council which has to reviewed Law and order and Development and suggest on Legislations.
In May 2007 he has been made as the leader of the B.S.P. Legislative Party in Rajya Sabha. Sri S.C Misra’s modesty, integrity, pleasing personality and legal knowledge ensure for him a very bright future.
